The decision was made late last week following an incident in Blayney during the Goats' away game on August 15.
The Goats' match last Saturday with Molong was cancelled as a result.
Central West Rugby Union chief executive Matt Tink stated he was unable to comment on the matter due to Rugby Australia disciplinary guidelines but NSW Country Rugby Union executive officer Stephen O'Brien confirmed an appeal from the Goats was upheld.
"The matter was dealt with by the Central West Rugby Union and upheld by the NSW Country Rugby Union appeals committee," he said.
"The club has the opportunity to recommence in 2021 by following the stipulations handed down."
There was no official statement from the Central West Rugby Union but the incident in question at Blayney related to sideline behaviour and abuse towards match officials.
Goats president Matt Dowell couldn't be reached for comment, while representatives from Molong and Blayney didn't comment on the matter.
It is believed the Goats have objectives to complete in regards to member behaviour before it can return to competition in 2021.
The Goats were sixth on the 2020 Oilsplus Cup ladder at the time of their expulsion.
The club had enjoyed its most successful period in recent times, having previously won just two games in six years early last decade.
The rise culminated in a first premiership win for the club in 2018 while the Goats were defeated by fierce rivals Wellington in last year's decider.
On Saturday the Rams for and against points received a substantial boost when they demolished the Canowindra Pythons 76-10.
That was Canowindra's biggest loss for the season and this Saturday Blayney will be up against the Coolah Roos at KGO in the first of the semi-finals in this short season.
The teams met for the first time in the opening round when Blayney lost 46-31.
The game kicks off at 2pm.
