Rebecca Ryan has been announced as the successor to Glenn Wilcox, who resigned in July to become the general manager of Armidale Dumaresq Council.
Mrs Ryan, who was one of four people shortlisted for the top job, was offered the general manager's position following an interview with mayor Cr Scott Ferguson and other councillors on Saturday.
Mrs Ryan, the Shire's first female general manager, is currently the Director of Corporate Services at Warrumbungle Shire Council, based at Coonabarabran, where she has responsibility for a number of areas including corporate, financial, administration and supply services.
That Council is slightly larger than Blayney, with around 2000 more people.
In a statement, Mrs Ryan described her appointment as "very special".
"To be offered the position of general manager, Blayney Shire Council, by the Mayor Scott Ferguson and councillors, is very special," Mrs Ryan said.
"I have 13 years local government experience giving me a sound appreciation of the challenges associated with managing a rural council.
"And whilst I will be leaving my role of Director Corporate Services, Warrumbungle Shire Council, with a touch of sadness that comes from working in a great team and friendly area, I am truly looking forward to being part of the fabric that makes Blayney Shire unique, meeting people and becoming involved in the community. This is what makes working in local government so rewarding and enjoyable."
Mrs Ryan has worked in the local government sector since 2001 and holds a Masters Degrees in Local Government and Business Administration, as well as a Graduate Diploma and Degree in Rural Science.
She will take over from acting general manager Alan McCormack on November 3.
