Blayney Shire Council's Director of Planning and Environmental Services Mark Dicker said that poor weather conditions have made the installation of the ceiling panels difficult.
"Over 50 per cent of the available work days were impacted by rain or wind," he said.
"Of the 12 weeks the project has been going, there have been 59 available work days of which 31 have been impacted by rain (29) or wind (2)."
The $1.8million project has has already been hit with delivery delays but with all things considered Mr Dicker said that the contractors, Murphy's Contractors, have made great progress.
"Given the 31 impacted days it could have resulted in an end of January extension," he said.
The most recent delay has been in the delivery of new skylights over the pool hall that are now expected to arrive on Thursday December 17.
"Murphy's, their sub-contractors and Council have all agreed to work through the weekend of 18/19 December if necessary to complete the new roof install," Mr Dicker said.
"This will come at a variation expense to Council but Council notes the importance of progressing the project to have the pool hall reopened as soon as possible."

Remaining acoustic baffles, mechanical air ducting and new lights are scheduled to begin being reinstalled the week commencing Monday 20 December and Mr Dicker is hopeful for the pool to be reopened soon after.
"Best case scenario, if everything goes well, Council hopes to hand back the pool hall to YMCA at close of business Friday 24 December," he said.

"This will enable the pool hall to be re-opened sometime between Christmas and new year.
"This will be totally contingent on a perfect weather run between 13 December to 20 December."
