Whiteman (79 off 65 balls), Cartwright (50 off 45 balls), Cameron Bancroft (46), and Josh Philippe (45) all posted handy scores on Friday to guide WA to the strong total.
The Warriors were on track to post a score in excess of 330 after moving to 1-164 in the 25th over.
But Tigers trio Tom Rogers (2-49), Peter Siddle (2-51), and Tim David (2-25) helped limit the damage with some disciplined bowling.
Wicketkeeper Tim Paine was originally named to play in the match for Tasmania, but he was a late scratching after deciding to take a break from cricket in the wake of the fallout from the sexting scandal.
Whiteman entered the match in hot form on the back of his unbeaten 176 in WA's recent Sheffield Shield loss to Tasmania, and he picked up where he left off.
The 29-year-old cracked seven fours and two sixes before Rogers found his edge.
Whiteman's departure in the 25th over sparked a collapse of 4-32 in a clatter of wickets that ended WA's hopes of reaching 350.
WA sit on top of the one-day table with a 3-1 record, while Tasmania (1-1) are fourth.
