Councils in Burwood, Hunters Hill, Ku-ring-gai, North Sydney, Randwick and Sutherland Shire have applied to the Independent Pricing and Regulatory Tribunal to up rates by up to 15 per cent a year, the Sun-Herald reports.
This well above the 2.7 per cent maximum increase set by the pricing regulator.
Accusing the state government of starving them of cash, the councils say they need additional funds to pay for roads, drains and playgrounds.
A decision will be made by IPART by next month, the paper says.
