A $65 million expansion of Blayney's Nestlé Purina PetCare factory has been hailed as a "vote of confidence in manufacturing" by the Prime Minister.

A statement from Tony Abbott was included in a speech to staff and company management on Tuesday by Member for Calare John Cobb as state-of-the-art upgrades to the facility were unveiled.
The Blayney site now sits on the cutting edge of global manufacturing following the construction of a new warehouse, upgraded research and development facility and the installation of world-class production equipment.
The upgrades, which were completed in just under two years, have given the factory capabilities to produce premium wet cat pet food for sale across Australia and export markets including Japan and China.
Mr Cobb praised the company for being "modern, competitive and innovative through investment", rather than asking for government handouts, and at a time when "manufacturing is under threat at least from a media point of view".
Blayney mayor Cr Scott Ferguson was equally as positive about Nestlé's operations in town.
"They're wonderful corporate citizens of Blayney," Cr Ferguson said.
"We're very proud to have Nestlé Purina in our town."
Factory Manager Joe Meintjes said an additional 100 jobs have been created at the site, thanks to his company's investment in the facility.
"Today [Tuesday] marks the end of a major project for us here on the site and in particular in setting a new path forward for us as a business but also for the local community," Mr Meintjes said.
"We also mark the official opening of the improved research and development facility that we have on site as well as the improvements we have made, the substantial changes to make this a more pleasant site to be at, both for our employees, our visitors and also the local community.
"Expanding this facility means that we've been able to employ around 100 additional people here in the local community. Some of those people have already started but there's also more positions to come."
The expansion was a truly global effort by the company, with staff from international offices such as in the US and Europe spending time at the factory to help develop the technology for a world-class facility.
Nestlé Purina PetCare President Rafael Lopez described the completion of upgrades as a "great milestone".
"It's a best in class work factory that will produce premium and super-premium products," Mr Lopez said.
"The relevance of this factory goes beyond the country. I'm very proud that Nestlé is committed to investments in Australia in order to prove the competitiveness of this country and our operational group here because we are going to be exporting to very important markets like Japan, China....
"We are extremely proud of what the team has archived here. It is a great milestone."
Mr Lopez's comments were echoed by Nestlé Purina PetCare Vice-President Operations Suleman Khan.
"We are very pleased to be investing here and having reached this milestone, especially in light of some of the events that have happened recently in terms of manufacturing from a wider competition outside of Australia," Mr Khan said.
The factory has had a presence in Blayney since 1989, manufacturing dry pet food.
Brands that roll-off the production line already are Supercoat, Beneful, Lucky Dog, Pro Plan and Friskies.
They will be joined by Fancy Feast and Felix as part of the factory's upgrade.
